The play roars with 1920s jazz and cold-blooded killers. Velma Kelly is the first character to be introduced, who can be described as a vaudevillian who shot her husband and another when she found them in bed together. After Velma’s story is revealed, the story of Roxie Hart is in the spotlight. Roxie convinces her naïve husband (Amos) that the person she shot was a burglar and he willingly takes the blame for the murder. The plot thickens once Amos finds out the truth: that Roxie knew the burglar on a more intimate level than anticipated.

Roxie gets a bitter taste of the criminal justice system when she is taken in by the other women in the county jail and hears their stories. The cast includes numerous women, but the one that presides over them all is Mama, whose system of mutual aid perfectly suits her clientele. Her women become front-page news, but compete to do so, buy vying for the attention of the limelight lawyer, Billy Flynn, who sings his theme “All I Care About” is love.
